This report questions the findings and methodology of a 1989 management analysis that was conducted by the Maryland Department of Budget and Fiscal Planning (DBFP) and that focused on the Maryland Department of Juvenile Services (DJS), which had just been given departmental status by the Maryland legislature.
Abstract
The discussion notes that DJS welcomed an expert and assessment and evaluation and expected that the audit would fulfill its original purpose of identifying the fiscal and human resources necessary to develop a stable infrastructure to support the new department adequately. Unfortunately, the DBFP report focused on organizational problems rather than solutions and did not address the issue of resources. The report makes broad generalizations and harsh allegations and fails to acknowledge positive accomplishments and progressive management practices. DBFP should recognize that DJS has received smaller budget increases than other departments and has reallocated its resources wisely. Responses to specific recommendations regarding general management, individual divisions, and out-of-state placements of children are given.
