This paper describes the development, implementation, and operation of programs and services for battered women in Minnesota.
Abstract
Minnesota has allocated a relatively substantial amount of public money for the development of battered women programs to be administered by a State corrections agency. Local involvement in establishing and operating programs has been stimulated by the use of service contracts with the State agency, as well as through an advisory task force involved in implementing all aspects of the legislative mandate. As a result of the legislation, 8 new shelters for battered women opened in June 1980 bringing the total number of shelters to 15. Also, Minnesota now finances a statewide educational program which educates professionals and community people in an attempt to change attitudes toward the battered woman. Educational tools such as training programs, television announcements, and a library have been made available to local education groups statewide. Over 30 organizations have been formed throughout the State to address the issues surrounding battering. A hotline and voluntary therapy groups have also been formed to meet the increasing demand for services for the batterer. Finally, all medical, law enforcement, and social service agencies are now required by law to report incidents of battering to the administering State agency. Results from this data collection effort demonstrate the need for services and education and open the door to many agencies for educational and training workshops.
