A resolution was adopted by the United Nations General Assembly in 1985 that declared basic principles of justice for victims of crime and abuse of power.
Abstract
The resolution recognizes that victims of crime and abuse of power, as well as their families, witnesses, and others, are unjustly subjected to loss, damage, or injury. The resolution affirms the need to adopt national and international measures to recognize, respect, and protect the rights of crime victims and stresses the need to implement social, health, educational, economic, and specific crime prevention policies to reduce victimization and encourage victim assistance. The resolution also seeks to promote community efforts and public participation in crime prevention, to foster international cooperation in victim restitution, to encourage training activities in accordance with United Nations standards and norms, and to sponsor research on reducing victimization and helping victims. An annex to the resolution identifies basic principles of justice for victims of crime and abuse of power that focus on access to justice and fair treatment, restitution, compensation, and assistance.
