This manual presents background information, guidelines, and application forms for a Federal formula grant program for States for residential drug treatment programs in State and local correctional facilities.
Abstract
The program was funded through the Department of Justice under the Violent Crime Control and Law Enforcement Act of 1994. The grant program encourages States to establish and implement comprehensive approaches to offender drug testing and treatment, including relapse prevention and aftercare services. Funding includes $27 million for fiscal year 1996 and increases to $72 million in fiscal year 2000. Applicant States must agree to implement or continue to require urinalysis or other proven reliable forms of drug and alcohol testing of inmates involved in drug treatment. Programs must last between 6 and 12 months; be provided in residential treatment facilities set apart from the general correctional population; focus on the inmate's drug abuse problems; and develop the inmate's cognitive, behavioral, social, vocational, and other skills to solve the drug abuse and related problems.
