This study examined the characteristics of juveniles placed in residential facilities in Minnesota, the types of programs offered at these facilities, and the recidivism rates of youth committed to the facilities.
Abstract
Data were gathered from reoffense data on 1,472 offenders released from selected facilities in 1991 and 791 offenders released in 1985, as well as survey responses from correctional supervisors and county social service directors. While rehabilitation of juvenile offenders was the predominant goal of most Minnesota courts when making placement decisions, the data showed that between 34 and 50 percent of males were petitioned in juvenile court or arrested for crimes committed as adults in the two years following their release from the State juvenile facilities. More than 90 percent of residents released from one facility in 1985 had adult arrest records before the age of 23, and 69 percent had been incarcerated. 25 tables, 24 figures, and 4 appendixes
