THIS ANNUAL REPORT COVERS THE ACTIVITIES OF THE PRISON DEPARTMENT OF THE REPUBLIC OF SOUTH AFRICA FOR THE YEAR ENDING JUNE 30, 1978. DUE TO THE POLICY OF APARTHEID, ALL INFORMATION IS CLASSIFIED BY RACIAL CATEGORIES.
Abstract
IN GENERAL, THE DEPARTMENT EXPERIENCED FEW SERIOUS PROBLEMS. ALL ACTIVITIES WERE EFFICIENTLY ADMINISTERED AND A NEW SYSTEM OF OBJECTIVE BUDGETING WAS IMPLEMENTED. HOWEVER, PERSONNEL TURNOVER REMAINED ALARMINGLY HIGH. IN ACCORDANCE WITH THE CURRENT POLICY OF TRAINING BLACK PERSONNEL WITH A VIEW TO THE ATTAINMENT OF INDEPENDENCE OF BLACK STATES, 43 TSWANA MEMBERS UNDERWENT COURSES DURING THE YEAR IN VIEW OF BOPHUTHATSWANA'S INDEPENDENCE, AND START WAS MADE ON TRAINING PRISON OFFICIALS FOR A VENDA PRISON SYSTEM. AT PRESENT, THE DEPARTMENT IS ENGAGED IN THE TASK OF PROVIDING BEDS IN ALL PRISONS, WHEREVER PRACTICAL. A SPECIAL TYPE OF STACK-BUNK HAS BEEN DESIGNED FOR THIS PURPOSE, BUT THE AVAILABILITY OF FUNDS WILL DETERMINE THE RATE AT WHICH THEY ARE SUPPLIED. IN DECEMBER 1977, AND JANUARY, 1978, DELEGATES OF THE INTERNATIONAL COMMITTEE OF THE RED CROSS VISITED DETAINEES AND SECURITY PRISONERS. THE CRIMINOLOGICAL INSTITUTE OF THE UNIVERSITY OF SOUTH AFRICA ASSISTED IN INITIATING AN INVESTIGATION INTO THE POSSIBLE PREDICTION OF PAROLE SUCCESSES. PRELIMINARY INFORMATION INDICATES THAT OF A GROUP OF 767 WHITE LONG TERM PRISONERS RELEASED ON PAROLE BETWEEN JULY 1, 1969, AND DECEMBER 31, 1972, 81 PERCENT SUCCESSFULLY COMPLETED THEIR PAROLE PERIOD AND 69 PERCENT OF THE SAME GROUP HAVE NOT RELAPSED INTO CRIME AFTER 5 YEARS. OTHER SPECIFIC TOPICS COVERED IN THIS REPORT INCLUDE FINANCIAL INFORMATION, PERSONNEL DATA, INFORMATION AND LIAISON SERVICES, PRISON ADMINISTRATION, SPECIALIZED TREATMENT, SPIRITUAL CARE, AND INDUSTRIES.
