The efforts of the Law Enforcement Assistance Administration (LEAA) Policy Task Force to develop a comprehensive evaluation program for the LEAA are documented.
Abstract
The task force report sets forth proposals for an evaluation program. Section 1 is an introduction and summary; Section 2, an explanation of the meaning and functions of evaluation. Section 3 describes the three proposed goals: 1) to develop information on the effectiveness of criminal justice programs and practices; 2) to have all LEAA program managers employ management practices that use evaluative information in the formulation and direction of their activities; and 3) to encourage all agencies in the criminal justice system to develop and utilize such evaluation capabilities. These goals are addressed respectively in the proposed programs that comprise the overall program, as explained in Section 4: Knowledge Program, Management Program, and Development Program. Funding, guidelines, and a rudimentary implementation process are discussed in the remaining sections. The systems approach report outlines a detailed proposal using the same goals and concepts, and based on the following essential elements: 1) A designated organization is responsible for implementing all aspects of the LEAA evaluation program; 2) A qualified individual manages that organization and is accountable for its results; and 3) Evaluators and evaluation managers are qualified analysts. 5 figures, 3 tables, 1 appendix
