The report analyzes the functioning of the international drug control system in 1989.
Abstract
The agency reports that the world drug problem is rapidly growing and that the link between AIDS and drug use has added an additional threat. Nevertheless, several conferences and agency resolutions have increased world awareness and improved international cooperation. The report describes the international control systems now in place to combat illegal drug traffic, use of mood altering substances, and diversion of medicinal drugs for non-medicinal purposes. It also reports on the gradual phasing out of non-medicinal use of cocaine, cannabis, and other drugs which were traditionally legal in some member countries. A 1988 resolution empowers the agency to watch over substances which are frequently used in the production of illegal drugs. The report ends with a detailed continent-by-continent and country-by-country survey of illegal drug production, drug use, and degree of cooperation with international resolutions.
