This report of the fifth session of the United Nations Ad Hoc Committee on the Elaboration of a Convention Against Transnational Organized Crime (October 4-15, 1999) encompasses the drafting of the main text of the Convention as well as international instruments that address trafficking in women and children; combating the illicit manufacturing of and trafficking in firearms, their parts, components, and ammunition; and illegal trafficking in and transporting of migrants.
Abstract
An outline of the organization of the session focuses on the opening of the session, attendance, adoption of the agenda and organization of work, and documentation. In the discussion on the draft Convention, the Ad Hoc Committee sought to reach agreement on a single text that would reflect the points of convergence and would form the basis for further drafting. The progress achieved by the Ad Hoc Committee at its fifth session will be reflected in a new version of the draft Convention. In discussing the additional international legal instrument on combating the illicit manufacturing of and trafficking in firearms, their parts and components, and ammunition, the Ad Hoc Committee conducted a second reading of Articles II-V and VIII of the revised draft text. The progress achieved by the Ad Hoc Committee will be reflected in a new version of the draft Protocol. Informal consultations addressed issues related to the texts of the revised draft Protocol Against the Smuggling of Migrants by Land, Air, and Sea, Supplementing the United Nations Convention Against Transnational Organized Crime, as well as the revised draft Protocol To Prevent Trafficking in Persons, Especially Women and Children, Supplementing the United Nations Convention Against Transnational Organized Crime.
