This report provides overall direction for a reorganization of the Division of Law Enforcement, California Department of Justice.
Abstract
The study group recommends that the Division of Law Enforcement assemble an Executive Services Group to finalize implementation of the following key recommendations: (1) Institute a plural-executive concept; (2) Establish a new program planning and evaluation office; (3) Implement manager rotation; and (4) Eliminate branches in favor of consolidated bureaus. The study group made additional recommendations, including the following: (1) Establish a Deputy Director; (2) Consolidate investigative functions; (3) Centralize training; (4) Consolidate laboratories; (5) Participatory management; (6) Telecommunications; (7) Automated systems; and (8) Consolidate outreach. The group employed the following organizational principles: (1) Stronger management through centralization and consolidation; (2) Stronger lateral coordination; and (3) Combating layering and competition over turf through rotational management over a flatter and more participatory organizational structure.
