Abstract

THE AUTHOR CONTENDS THAT THIS RELATIONSHIP WILL MAKE IT POSSIBLE TO HAVE A LAW ENFORCEMENT SYSTEM THAT DOES NOT MERELY COPE WITH, BUT ACCEPTS AND MOLDS COMPLEX DEMANDS FOR SERVICE INTO A HIGHLY EFFECTIVE POLICE DELIVERY SYSTEM.
