Abstract
The purpose of Michigan's regional detention services (RDS) is to provide alternatives to jail for arrested juveniles awaiting a hearing or placement. The RDS overview specifies guidelines for eligible jurisdictions (rural counties without a secure juvenile detention center), funding, reports on jail reduction commitments, staffing, and payment procedures and schedules. Guidelines for the nonsecure and secure holdover components pertain to eligible juveniles; holdover durations; extension requests; worker assignments and wages; site selection, remodeling, and supplies; operating procedures; and case-specific documentation required for State payment. Guidelines for the home detention component cover the aforementioned areas with the exception of site selection, remodeling, and supplies. Transportation component guidelines address eligible counties and juveniles, transporters, vehicles, insurance, procedures, payment, security, and recordkeeping. The worker training component outlines the training content, procedures, and funding. Guidelines for the 24-hour clearinghouse of courtesy detention beds covers its purpose, eligible jurisdictions, facility and admission requirements, and procedures.
