This discussion paper recommends to a Wisconsin State legislative committee several ways to improve drug law enforcement in terms of investigation, prosecution, penalties, forfeitures and surcharges, and funding.
Abstract
Actions recommended include establishing a law enforcement intelligence network in the State, establishing a special unit to trace assets subject to forfeiture, and creating a State clearinghouse for the sharing of equipment and personnel among law enforcement agencies. Other recommendations include authorizing the admission of evidence based on wiretaps with consent by one person, modeling Wisconsin's grand jury system more closely after the Federal system, using reserve judges for preliminary hearings in drug cases, and authorizing the use of drug-sniffing dogs to establish probable cause for searches and seizures. Further recommendations include having the same penalties for juvenile and adult drug dealers, establishing boot camps for first-time drug offenders, and revoking the driver's license of anyone convicted of selling drugs.
