THEORY THAT RAPE AS AN EXPRESSION OF ETHNIC HOSTILITY AND AS A TACTIC IN THE ETHNIC POWER STRUGGLE HAS BECOME A MAJOR FACT OF LIFE IN MANY STATE PENAL INSTITUTIONS.
Abstract
THIS BOOK DISCUSSES THE DIFFERENT ACTS OF SEXUAL AGGRESSION THAT OCCUR IN ALL CORRECTIONAL INSTITUTIONS AND DEVELOPS VARIOUS THEORIES RELATIVE TO THE EXTENT THAT RACE, ETHNIC BACKGROUND, AND INSTITUTIONAL CONDITIONS AFFECTS WHAT TAKES PLACE. EMPHASIS IS PLACED ON JUVENILE AND YOUNG ADULT INSTITUTIONS. THE AUTHOR DRAWS ON PERSONAL OBSERVATION AND EXPERIENCE IN THE FIELD OF CORRECTIONS, AND ALSO UTILIZES GOVERNMENT DOCUMENTS, RESEARCH STUDIES, JOURNALISTIC ACCOUNTS, POLICE INFORMATION, PERSONAL LETTERS WITH AGGRESSORS AND VICTIMS, AND INTERVIEWS WITH CORRECTIONAL PERSONNEL. THE SUBJECTS COVERED INCLUDE HOW THE INSTITUTIONAL SETTING CONTRIBUTES TO SEXUAL AGGRESSION, THE TYPES OF SEXUAL ACTS COMMITTED WITHIN INSTITUTIONS, AND CHARACTERISTICS OF THE VICTIM/SCAPEGOAT. IT IS SUGGESTED THAT THE VIOLENCE THAT OCCURS WITHIN CONTEMPORARY PENAL INSTITUTIONS IS MERELY A MICROCOSM OF OUTSIDE SOCIETY. SEVERAL SUGGESTIONS ARE OFFERED FOR CHANGING PRESENT CONDITIONS, INCLUDING IMPLEMENTATION OF INMATE FURLOUGH PROGRAMS, PERMITTING CONSENTUAL HOMOSEXUAL ACTS BETWEEN INMATES, AND HIRING WOMEN CORRECTIONAL PERSONNEL. A BIBLIOGRAPHY OF BOOKS, ARTICLES, LAW REVIEWS, TASK FORCE REPORTS, NEWSPAPER ARTICLES, UNPUBLISHED PAPERS, AND BOOKLETS AND PAMPHLETS IS PROVIDED.
