This report by the Race Issues Advisory Committee of the British National Association for the Care and Resettlement of Offenders examines the ways in which criminal justice agencies in Great Britain, other than the police, relate to members of racial minorities.
Abstract
The report reviews research on black people and criminal justice, highlighting the need to tackle discrimination in the criminal justice process. Subsequent chapters discuss the progress that has been made by the courts and legal professions, the probation service, and the Prison Service in implementing their equal opportunities and race relations policies. The report explores various strategies for promoting more rapid progress and improving the non-discriminatory provision of services. General recommendations for the various criminal justice agencies include implementing equal opportunity and race relations policies as an integral part of good management practice, identifying clear and agreed standards for all aspects of service delivery work, establishing avenues for complaints about discriminatory behavior, allocating responsibility for implementation of policies at a senior level, providing training for all staff, and encouraging more involvement in criminal justice work by local black community groups.
