Following a review of the state of the art in noncorrectional quality review, this paper outlines the experience of Florida's Outpatient Department of Union Correctional Institution (UCI) experience with its own Quality Management (QM) program and with the Interqual program which included a schedule for the performance of focus quality management studies covering a broad range of key health care issues.
Abstract
The physician-powered approach to outpatient quality management review initiated in some institutions at the Florida Department of Corrections demonstrates a simple and intuitive though expensive way of evaluating the outpatient performance of correctional providers. Physicians generate data that can be used to enhance provider performance. The method is not dependent on computers nor computerized records and is not labor intensive for ancillary personnel. Application of the Interqual QM methodology, which had a high initial cost, is underway in the Florida Department of Corrections, but fine tuning and further development of the screens are necessary for full adaptation to the correctional environment. 12 references
