This paper examined the role of the public prosecutor in conforming to a changing society with an increasing rate of both traditional and innovative crimes.
Abstract
This paper presented in 1999 at the UNAFEI, 111th International Seminar on "The Role of the Police, Prosecution, and the Judiciary in the Changing Society" examined the active and crucial role played by the public prosecutor in controlling and suppressing crime at both the domestic and international level. Prosecutorial services cannot ignore the trend of the changing society. They must reappraise and adjust their roles and direction to cope with the forthcoming changes. Many changes in the prosecutorial service have already occurred in some countries. This paper reviews general observations on the public prosecutor, the phenomenon of the changing society, public prosecutors and their increasing role in the protection of human rights, public prosecutors and the suppression of corruption, and public prosecutors and international cooperation. The adjustment of the prosecution service for the effective control of crime is expected to be established and continued in the upcoming years.
