Abstract
THE ACCEPTABILITY AMONG OFFICERS OF SMALL FAVORS AND GIFTS, ALTHOUGH NONE ARE CONSIDERED BRIBES, MAKE IT DIFFICULT TO ESTABLISH QUANTITATIVE AND QUALITATIVE CRITERIA. MERCHANTS AND OTHERS MAY COME TO PERCEIVE SUCH GIFTS AS EXPECTED OF THEM, AND OFFICERS MAY FIND IT DIFFICULT TO ENFORCE THE LAW IN INSTANCES OF MINOR INFRACTIONS.
