THE OPERATIONS OF THE KANSAS STATE RECEPTION AND DIAGNOSTIC CENTER ARE DESCRIBED, AND NEEDS FOR THE FUTURE ARE DISCUSSED.
Abstract
SINCE 1961, THE KANSAS STATE RECEPTION AND DIAGNOSTIC CENTER HAS BEEN ASSIGNED THE PRIMARY TASKS OF EVALUATING MALE FELONY OFFENDERS SENTENCED BY THE DISTRICT COURTS, INMATES TRANSFERRED FROM THE STATE'S REFORMATORY AND PENITENTIARY TO COMMUNITY-BASED PROGRAMS, AND THOSE REFERRED BY THE STATE'S PAROLE BOARD. THE MULTIDISCIPLINE STAFF DEVELOPS TREATMENT PLANS FOR CLIENTS IN AN ATTEMPT TO FACILITATE MAXIMUM REHABILITATION. THE AUTHORIZED PROFESSIONAL STAFF FOR THE CENTER INCLUDES: FIVE PSYCHIATRISTS, FIVE PSYCHOLOGISTS, THREE PSYCHIATRIC SOCIAL WORKERS, A PHYSICIAN, A MEDICAL TECHNICIAN, AND A GRADUATE NURSE. THE CENTER SERVES AS THE PRIMARY PSYCHIATRIC DIAGNOSTIC AND SCREENING INSTITUTION FOR INMATES OF THE STATE'S PENAL INSTITUTIONS. EACH INMATE IS ASSIGNED TO A TEAM OF SPECIALISTS WHO EVALUATE HIS BACKGROUND, PROBABLE REASONS FOR HIS ANTISOCIAL BEHAVIOR, AND HIS POTENTIAL FOR REHABILITATION. THE EVALUATION USUALLY INCLUDES A PREPARATION OF A SOCIAL CASE HISTORY SUMMARY, PSYCHOLOGICAL TESTING, EDUCATIONAL TESTING AND COUNSELING, RELIGIOUS EVALUATION, AND AN ANALYSIS OF PARTICULAR STRENGTHS AND WEAKNESSES WHICH COULD BE SIGNIFICANT DURING CONFINEMENT AND AFTER RELEASE. THE EVALUATION REPORTS MAY RECOMMEND PROBATION, ASSIGNMENT TO THE REFORMATORY, AN HONOR CAMP PROGRAM OPERATED BY THAT INSTITUTION, THE PENITENTIARY, A MINIMUM SECURITY DORMITORY UNIT AT THE PENITENTIARY FARM, OR CONFINEMENT AT A STATE MENTAL HOSPITAL. NOTING THAT THE PROGRAM LACKS A STRUCTURE FOR GATHERING AND ANALYZING DATA THAT CAN AID IN THE EVALUATION OF THE EFFECTIVENESS OF THE WORK OF THE CENTER, IT IS RECOMMENDED THAT SUCH A PLAN BE DEVELOPED. WHILE CURRENTLY ONLY ABOUT 40 PERCENT OF THE FELONY OFFENDERS IN THE STATE ARE EVALUATED BY THE CENTER, IT IS RECOMMENDED THAT THE FACILITIES OF THE CENTER BE EXPANDED TO ACCOMMODATE A GREATER NUMBER OF EVALUATIONS, AS WELL AS PROVIDE REHABILITATION SERVICES NOT EFFECTIVELY PROVIDED BY THE PENAL INSTITUTIONS. THE NUMBER OF CONVICTED PERSONS ADMITTED AND RELEASED ACCORDING TO REFERRAL SOURCE ARE PROVIDED FOR THE FISCAL YEARS 1964 AND 1965. ALSO SEE NCJ 32007 (RCB)
