Activities are reported for the third and final year (1980) of Aspira's National Juvenile Delinquency Project ('Proyecto Amanece'), designed to reduce the incidence of juvenile delinquency in the target areas of Waukegan, Ill., Jersey City/Hoboken, N.J., and Carolina, Puerto Rico.
Abstract
Through the use of youth clubs, the project has aimed at providing leadership development, vocational counseling, career and cultural awareness, literacy development, recreation, community awareness, and community service. Through these positive influences, the program has sought to revise and prevent delinquent behavior patterns. In 1980, specific objectives were set in the areas of management and coordination, staff training, club organization, vocational and career guidance, educational counseling, reading and articulation skills, self-awareness and leadership development, along with club activities in community service, career awareness, and team-sport organization and activities. Project requirements and activities under each of these objectives are described for each unit site. As the project drew to a close, each site was encouraged to develop a community resource bank of local youth-serving agencies where some of the club participants can be referred, to transfer applicable members to health career programs or other Aspira programs, and to provide linkage to the new peer counseling program just awarded to the national office of Aspira. In addition to the findings reported from the evaluation conducted in June 1980, extensive attachments document a variety of program aspects. Among these is a report from a technical assistance workshop on the institutionalization of community-based prevention programs and training modules for Puerto Rican history and culture and for club activities for youth leaders. Additional documentation consists of a vocational counseling manual, a client activity summary form, material on a resume writing workshop, flyers on joint Aspira activity with Rutgers University, material on a Scholastic Aptitude Test workshop, and on a series of career awareness projects. A program brochure and a workbook on organizing conclude the attached materials.
