Abstract
The Police Executive Research Forum (PERF) convened an Execute Session with a group of police chief executives, sheriffs, FBI agents, policymakers, and observers in order to plan strategies for strengthening local and Federal partnerships. This paper presents the major recommendations and findings from the meeting. Chapter 2 outlines the main themes and issues that emerged during the meeting. Seven priorities were described as most crucial to building a coordinated response from local and Federal officials: promoting effective local-Federal partnerships, security and information clearances, joint terrorism task forces, FBI strategies, intelligence, multijurisdictional information sharing, and training and awareness. The first priority underscores the importance of strong partnerships while the remaining six priorities focus on the specific programs and strategies that will help achieve local-Federal partnerships. The paper devotes one chapter to each of the priorities and presents the issues from differing perspectives, including the major obstacles to effective partnerships and recommendations for improving collaborations. Several sidebar articles are offered throughout the paper to enhance understanding of the issues at hand. The results of site visits are presented in order to illustrate collaborative problems and present solutions. The appendices include the FBI Policy and Guidelines, a speech by Edwin Delattre on successful partnerships, and a list of the participants and observers of the Executive Session. This is volume 1 in a series of papers designed to better prepare local law enforcement agencies for terrorist threats. References, appendices
