Outline and discussion notes of a lecture concerning gangs and techniques to deal with them are provided.
Abstract
Because of the vast number of gang-related crimes prosecuted in the county of Los Angeles, techniques have been developed to slow the pace of the gangs' rampages. These techniques can be adapted by other jurisdictions to impede the growth of gang violence in other areas of the country. This (incomplete) outline and discussion notes of a lecture presented at a seminar provide an overview of various topics concerning gangs. Included in these topics are: understanding the gang mentality; handling gang witnesses, witness protection, and bail motions; preserving testimony of gang witnesses; incarceration of gang witnesses; due process violations relating to witnesses; dealing with informers; proving the collective guilt of the gang; use of experts in gang cases; and specialized language in gang search warrants. Also included is a section concerning Hawaiian laws relating to gang prosecution and the use of search warrants in gang cases.
