INVESTIGATION, FINDINGS, AND RECOMMENDATIONS FOR A DRUG TREATMENT PROGRAM AT THE TEXAS DEPARTMENT OF CORRECTIONS (TDC).
Abstract
THE RESEARCH AND DEVELOPMENT DIVISION WAS ASSIGNED THE TASK OF INVESTIGATING THE NEED FOR TREATMENT PROGRAMS AND SEARCHING FOR APPROPRIATE SOLUTIONS. A REVIEW OF THE INMATE POPULATION ESTABLISHED THAT THE MAJORITY OF INMATES WERE MARIJUANA ABUSERS AND THAT MORE THAN 13 PERCENT HAD BEEN CONVICTED OF A DRUG OFFENSE. A NUMBER OF ONGOING DRUG TREATMENT PROGRAMS WERE VISITED OR OTHERWISE STUDIED. NO SINGLE PROGRAM WAS FOUND WHICH PROMISED TO BE THE PANACEA. HOWEVER, A NUMBER OF PROGRAMS, OR PROGRAM ELEMENTS, WERE DISCOVERED WHICH OFFER POSSIBILITIES FOR TDC APPLICATION. THE RECOMMENDATION WAS MADE TO IMPLEMENT SEVERAL PILOT PROGRAMS WITH DIFFERING MODALITIES, EVALUATE THEM, MODIFY THEM, AND REEVALUATE THEM. THE PRINCIPAL PROGRAMS RECOMMENDED ARE TRANSCENDENTAL MEDITATION, TRANSACTIONAL ANALYSIS, THERAPEUTIC COMMUNITY, AND MULTIMODALITY (A COMBINATION OF THE FIRST THREE, PLUS SEVERAL FORMS OF COUNSELING).
