In 1991, the U.S. Department of Education (DOE) announced a unique demonstration program that focuses on new approaches to incarcerated offenders at the local and State levels; three demonstration sites in Minnesota and New Hampshire are reported.
Abstract
The DOE believes that a comprehensive approach to education, literacy and basic skills training, and real work experiences will help jail inmates. Demonstration projects are based on the belief that the operation of jail industry programs in conjunction with transitional services can produce cost savings at the local and State levels. The Hennepin County, Minnesota, Adult Corrections Facility (ACF) has a rated capacity of 565 beds and provides a range of educational, social service, and chemical health services. The type of education program offered to residents is dictated by resident length of stay. The ACF also has inmate release preparation and planning programs and a private sector industries program. The Strafford County, New Hampshire, Jail Industries Program is designed to reduce inmate idleness, create good inmate work habits, produce products and deliver services that are needed in the public or private sector, generate enough revenue to offset program costs, and compensate inmates. The program includes classes on how to get and keep a job. The Belknap County, New Hampshire, correctional industries program is designed to train inmates while they are incarcerated and to prepare them for work after release. Program development, goals, and enhancements at each demonstration site are described.
