This manual is intended as a reference and guide for crime victim compensation program directors, board members, and personnel.
Abstract
Individual sections provide guidelines and instructions on applications, eligibility, compensable losses, communicating effectively, confidentiality, contributory conduct, collateral resources, restitution and subrogation, appeals, controlling costs, outreach and public relations, and automation. Additional sections focus on victim compensation issues related to special victims such as children and the elderly, domestic violence, drunk driving, Native Americans, and mental health counseling. The guidelines note that a victim's eligibility may depend not only on meeting statutory requirements, but also on program discretion and flexibility. Some programs are considering a wide range of losses beyond medical expenses, counseling, lost wages, and funeral. Figure, form, and sample letter
