Abstract
ALTHOUGH POLICE-COMMUNITY RELATIONS PROGRAMS HELP SOMEWHAT TO ALLEVIATE PROBLEMS, ULTIMATELY THE ENTIRE POLICE SYSTEM MUST BE REORGANIZED AND RESTRUCTURED IF LAW ENFORCEMENT IS TO BE MORE THAN A MALFUNCTIONING ANACHRONISM. RECOMMENDATIONS COVER THE AREAS OF EDUCATION, TRAINING, ADMINISTRATION, ORGANIZATION, CIVILIAN COMPLAINTS, LEGISLATION, AND POLICE-COMMUNITY RELATIONS PROGRAMS. TWENTY-TWO CONTEMPORARY PROJECTS AND PROGRAMS ARE LISTED AND AN EXTENSIVE BIBLIOGRAPHY IS INCLUDED. (AUTHOR ABSTRACT).
