This Wisconsin study considers components of juvenile supervision and aftercare services structures, a court report model, supervision and aftercare services, a skills-based component for approaches to service provision, the role of the Department of Health and Social Services, and custody and custody transfers.
Abstract
The components of recommended supervision and aftercare services structures for youth include youth involvement in decisionmaking affecting them, the involvement of family and other significant persons in the provision of services, individualized service, the provision of a structured environment with clear expectations, and the specification of placement criteria. Other components include case management, program evaluation, community support, advocacy, the provision of academic and vocational education, staff motivation and training, and the provision of information systems. A plan for the standardization of court reporting is presented, and in the area of supervision services, it is recommended that they remain the primary responsibility of the county system, either through provision or purchase of services. For aftercare services, it is recommended that they be provided by both county and State, with State staff providing technical assistance. Sanctions should be developed in the event that admission investigations, plans, and services are not provided in a timely and appropriate manner. The report recommends emphasis on services that develop basic social, educational, and vocational skills for youth. The Department of Health and Social Services should work with the countries to develop local resources for youth and provide a statewide information bank on youth services. Among the recommendations bearing upon the custody and custody transfer of youth is one that specifies youth custody should be transferred to the Department for placement only when there is serious interference, noncooperation, or inability by parents in implementing the service plan. The implementation plan is appended, along with conditions of juvenile supervision and aftercare form model, training needs, assessment results, and a bibliography with 106 listings.
