This article proposes a county-level probation system designed to address the multiple needs of delinquent youths by emphasizing both management and rehabilitation approaches.
Abstract
The system analyzes client needs by using client management classification and client needs assessment approaches. The proposed service delivery system is geared towards preventing repetitions of delinquent behavior, preventing long-term criminal careers, and assisting the child and the child's family in ameliorating problems that may contribute to delinquent behavior. These goals are accomplished by providing clients and their families with probation and supportive community services. The system seeks the cooperation and utilization of community resources through interagency coordination. The system's key elements are the intake unit, designed to provide assessment and referral functions, and a crisis unit, available for cases that need immediate, short-term attention. Other elements are the court specialist for cases requiring court action and the probation supervisor, who helps the offender comply with the court order. The system focuses on community safety as well as offender rehabilitation. Impediments to implementing the system are noted, and a diagram illustrates the probation processing model.
