RESULTS OF A FEASIBILITY STUDY ON UNIFORM PROBATION REPORTING IN WHICH 22 PROBATION AGENCIES SUBMITTED UNIFORM BACKGROUND AND CRIMINAL JUSTICE DATA ON 2,228 ADULT PROBATIONERS.
Abstract
THE STUDY, BASED ON A UNIFORM DATA-GATHERING APPROACH ALREADY USED BY PAROLE SYSTEMS ACROSS THE COUNTRY, DEVELOPED AS A BY-PRODUCT OF THE PROBATION MANAGEMENT INSTITUTES. THE PROBATION AGENCIES FORWARDED INFORMATION CONTAINED IN OFFICIAL AGENCY RECORDS TO THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY RESEARCH CENTER WHERE STATISTICAL ANALYSES WERE PERFORMED AND THE RESULTS WERE INTERPRETED. THIS JOINT EFFORT BY PROBATION PRACTITIONERS AND RESEARCH PERSONNEL DEMONSTRATED THAT UNIFORM DATA CAN BE COLLECTED SIMULTANEOUSLY FROM A NUMBER OF AGENCIES AND THAT INFORMATION USEFUL TO THE FIELD CAN BE GENERATED FROM THE DATA. IT WAS FOUND THAT SIGNIFICANT RELATIONSHIPS EXISTED BETWEEN PROBATION OUTCOME AND 12 PROBATION CHARACTERISTICS; PRE-PROBATION STATUS, TYPE OF OFFENSE, TYPE OF SENTENCE, NUMBER OF PRIOR SENTENCES, PRIOR COMMITMENTS, DRUG USE, ALCOHOL USE, PRE-PROBATION INCOME LEVEL, PROBATION INCOME LEVEL, ALIASES, AGE, AND SEX. INDIVIDUAL AGENCIES WERE ALSO FOUND TO DIFFER IN THEIR PROPORTION OF PROBATIONERS DISPLAYING THESE CHARACTERISTICS. PERSONNEL, RECORDS, AND STANDARDIZATION NEEDS WERE ALSO IDENTIFIED. THE APPENDIXES INCLUDE FORMS USED, AND STUDIES ON THE DATA SIGNIFICANCE.
