The security procedures outlined are designed to prevent unauthorized entry into a seaport so as to prevent terrorist and criminal incidents.
Abstract
Security procedures should prevent all but authorized personnel from having access to vessels, piers, and other waterfront terminals and port terminal facilities. Persons entering restricted areas should be required to produce for inspection the contents of any article, bag, case, parcel, box, or container. Vehicles entering such areas must also be subject to inspection. Persons entering restricted seaport areas should be licensed by the port administrator. Licenses must include name, residence, date and place of birth, employment history, and reason for entry into the restricted area. Nonlicensed persons may be issued temporary licenses for entry for specified reasons. Parking should be carefully managed and restricted. No unauthorized vehicle should be left unattended within 250 feet of a moored vessel. Procedures for picking up cargo must include a written pickup order for each truck to be loaded at the port. At a minimum, the pickup order should describe the cargo, the amount to be loaded, the ship, and the bill of lading numbers and marks, if any, on the cargo.
