This analysis of the debate over privatization of corrections in Great Britain notes that its major significance lies less in the arguments about the relative merits of market forces and government control than in the opportunity to examine alternative relationships between the public and private sectors in relation to the central concerns of justice, security, and citizenship.
Abstract
Thus, the three main issues needing discussion are the mode of provision of services, the forms of administration of services, and the level of effectiveness. The movement toward privatization appears to be gaining momentum, although agencies in Great Britain have largely responded negatively or defensively. Its contradictory nature and its possibilities have hardly been explored. However, it has resulted in greater attention to costs and auditing of government procedures, and it may encourage a reevaluation of agency procedures and relationships between agencies. 74 references.
