Annotation

The National Center on Institutions and Alternatives' (NCIA) efforts to develop client-specific plans (CSPs) that is, alternative sentencing recommendations for serious juvenile offenders was assessed.

Abstract

The authors analyzed data on 243 serious juvenile offenders whom the Los Angeles Probation Department had recommended for placement in California Youth Authority institutions (CYA) 123 experimentals who received NCIAs CSP services from 1985 to 1987, and 120 controls who received no such services. The experimentals' likelihood of being committed to CYA was reduced by about half, many of them did well in less restrictive settings. Nonreceptivity by the Probation Department toward alternative sentencing both gave NCIA its reason to present CSPs, and ultimately led to its demise. 6 tables and 10 references
