THE NEED FOR EDUCATION PROGRAMS FOR PRIVATE POLICE IS STRESSED, AND A SAMPLE CURRICULUM MODEL IS PROVIDED.
Abstract
THERE HAS BEEN A LACK OF EDUCATIONAL PROGRAMS IN SECURITY AND LOSS PREVENTION, BUT PRIVATE POLICE PERSONNEL WHO NEED THIS EDUCATION OUTNUMBER PUBLIC POLICE BY TWO TO ONE. IN THE FUTURE, THESE PRIVATE POLICE WILL TAKE ON A SUBSTANTIAL SHARE OF THE POLICING OPERATIONS IN THE UNITED STATES. WITH SUCH A LARGE NUMBER OF PRIVATE POLICE LACKING TRAINING, EDUCATIONAL PROGRAMS IN SECURITY TRAINING MUST BE ESTABLISHED. ACCORDING TO A RAND CORPORATION SURVEY, 97 PERCENT OF THE GUARDS TESTED FAILED TO PASS AN ELEMENTARY EXAMINATION ON FUNDAMENTAL LEGAL PRINCIPLES. GUARDS MUST RECEIVE TRAINING ON TOPICS SUCH AS POWERS AND RESTRICTIONS OF PRIVATE POLICE, LAW OF ARREST, SEARCH AND SEIZURE PROCEDURES, ELECTRONIC EAVESDROPPING, CIVIL LIABILITIES, AND LICENSING STATUTES. THE AVERAGE AGE OF A SECURITY OFFICER, 45.9 YEARS, IS A RELATED PROBLEM AS MANY OF THE OFFICERS ARE NEAR RETIREMENT AGE. THE OLDER OFFICERS WOULD PROBABLY NOT WANT TO GO THROUGH A TRAINING PROGRAM. THE COMPOSITION OF COURSES IN A SECURITY ADMINISTRATION CURRICULUM IS ALSO UNDER QUESTION. MANY FACTORS MUST BE TAKEN INTO ACCOUNT WHEN PLANNING A CURRICULUM, INCLUDING THE NEEDS OF THE ORGANIZATIONS SERVED BY THE EDUCATIONAL INSTITUTION, THE UNIVERSITY'S MASTER PLAN, AND UNIVERSITY FACULTY RESOURCES. THE SAMPLE SECURITY ADMINISTRATION CURRICULUM AT THE STATE UNIVERSITY OF NEW YORK AT FARMINGDALE IS PROVIDED. ACADEMIC INSTITUTIONS WILL SOON REALIZE THE NEEDS OF THE PRIVATE SECURITY INDUSTRY AND WILL BEGIN TO PROVIDE PROGRAMS TO FULFILL THESE NEEDS. (BAC)
