THIS REPORT PRESENTS THE RESULTS OF A SURVEY OF PRISON HEALTH PRACTICES AS OBSERVED IN THE COUNTY JAILS OF BUCKS, CHESTER, DELAWARE, AND MONTGOMERY COUNTIES IN PENNSYLVANIA.
Abstract
THE REPORT ATTEMPTS TO MEET TWO OBJECTIVES. FIRST, IT TRIES TO LAY OUT A FRAMEWORK FOR THE EVALUATION OF LOCAL PRISON HEALTH SERVICES. THIS FRAMEWORK IS BUILT AROUND CERTAIN KEY STANDARDS WHICH HAVE BEEN GENERALLY ACCEPTED IN THE FIELD, TOGETHER WITH CERTAIN RECOMMENDED STATISTICAL INDICATORS OF PERFORMANCE. ALTHOUGH THE PRESENT REPORT CAN NOT HELP SOUNDING EVALUATIVE AT TIMES, ITS PRINCIPAL AIM IS NOT TO ASSESS DIRECTLY THE HEALTH CARE IN THESE FOUR GIVEN INSTITUTIONS. RATHER, THE PURPOSE IS TO HIGHLIGHT CERTAIN STANDARDS AND INDICATORS WHICH SEEM TO BE ESSENTIAL TO ADEQUATE CORRECTIONAL ADMINISTRATION AND TO COMPREHENSIVE HEALTH PLANNING. THE CASE EXAMPLES PROVIDED BY THE FOUR LOCAL COUNTIES PROVIDE ILLUSTRATIVE MATERIAL TO THAT END. A SECOND PURPOSE OF THIS REPORT IS TO BRING TOGETHER IN A SINGLE ACCESSIBLE VOLUME THOSE GENERAL MATERIALS ON PRISON HEALTH SERVICES WHICH HAVE THE GREATEST RELEVANCE FOR PROGRAM PLANNING AND EVALUATION IN PENNSYLVANIA.
