This report presents findings from the survey of the prison health partnerships to obtain a review of the process of transferring prison health services to the NHS in public sector prisons and an assessment of the progress of individual partnerships.
Abstract
The survey provides a “snap shot” picture of the views of the prison healthcare partnerships. At the level of individual partnerships, the data provides a basis for dialogue about the progress to date and future development. The comparison of the first-wave partnerships with the subsequent waves suggest that the first-wave partnerships are beginning to realize their objectives and provide an important source of learning for the younger partnerships. The wide range of responses on financial risk sharing indicate very different views about what budget transfer means in terms of risk. The most commonly reported risk for prison healthcare related to funding and was cited by 72 percent of partnerships. Funding was most frequently expressed in terms of a lack of finances. The findings suggest that some partnerships would benefit from national support relating to specific themes, such as financial risk sharing and financial management. The completion of the transfer of prison health services to the NHS (national health system) in public sector prisons occurred in April of 2006. As part of a review of the transfer process, the national Prison Health team commissioned the Health Services Management Center to undertake a survey of the prison health partnerships. In addition to a review of the transfer process, the survey also assessed the progress of individual partnerships. This report presents the results of the survey questionnaire.
