Using the SBI number as the key identifier, the New Jersey Department of Corrections' Offender Based Correctional Information System (OBCIS) database was merged with the State Police Offender Based Transaction System/Computerized Criminal History (OBTS/CCH) database to determine the criminal and drug histories of adults incarcerated in the State prison system.
Abstract
Results indicate that, in terms of prior arrests and convictions, residents averaged 7.6 arrests. Seventy-five percent of the current State prison residents had prior convictions, and two thirds had been convicted of a violent offense. Only 9 percent of the State prison population had no reported history of violence and no prior convictions. Sixty percent of the residents had at least one drug arrest and 40 percent at least one drug conviction. Forty percent of residents incarcerated for violent offenses had prior violent convictions as did 30 percent of those residents serving a sentence for a non-violent offense at the time of this survey. Half of the residents incarcerated for robbery or weapons offenses had prior violent convictions. 7 tables
