AN INCLUSIVE STRATEGY FOR DELINQUENCY PREVENTION AND CONTROL.
Abstract
DELINQUENCY IS NOT SUSCEPTIBLE TO SIMPLE EXPLANATIONS OR SOLUTIONS. PRESENTING VARIOUS CURRENT THEORIES OF DELINQUENCY CAUSATION, IT IS SUGGESTED THAT URBANIZED POVERTY AND ETHNIC OR RACIAL DISCRIMINATION ARE MOST CLOSELY ASSOCIATED WITH DELINQUENCY. CITING RESULTS OBTAINED BY THE ESTABLISHMENT OF PREDELINQUENT GANGS, IT IS ARGUED THAT THE PREVENTION OF DELINQUENCY IS MORE SUCCESSFUL THAN REHABILITATION. EMPHASIZED IS THE NEED FOR A FAR MORE DYNAMIC AND CENTRALIZED OVER-ALL STRATEGY, CONSISTING OF CLOSER COORDINATION OF PROGRAMS, NATIONAL AND CITY, A SUSTAINED SYSTEM OF GROUP AFTERCARE, AND SPECIAL TRAINING FOR LAW ENFORCEMENT OFFICERS AND JUDGES TO ENABLE THEM TO DEAL MORE COMPETENTLY WITH DELINQUENTS.
