THIS BIBLIOGRAPHY CONTAINS AN INTRODUCTION THAT DISCUSSES THE PROGRESS AND BENEFITS OF PRETRIAL INTERVENTION PROGRAMS.
Abstract
PRETRIAL INTERVENTION HAS A DUAL PURPOSE: A REDUCTION OF RECIDIVISM AND A REDUCTION IN THE COST OF HANDLING PERSONS CHARGED WITH A CRIMINAL OFFENSE. IT IS A RELATIVELY NEW PROGRAM FOR ADULTS, BUT IT HAS BEEN USED WITH JUVENILES FOR MANY YEARS. OF THE FEW PROGRAMS IN EFFECT, RECIDIVISM RATES HAVE BEEN LOW, 7 PERCENT. COSTS HAVE ALSO RANGED BELOW COSTS REQUIRED FOR MAINTAINING A PERSON IN PRISON OR ON PAROLE. COSTS, HOWEVER, HAVE RANGED ABOVE THE FIGURE REQUIRED FOR KEEPING A PERSON ON PROBATION. MOST PROGRAMS EXCLUDE THOSE ACCUSED OF CRIMES OF VIOLENCE, AND THOSE WITH PATTERNS OF CRIMINALITY. SEVERAL QUESTIONS HAVE BEEN RAISED ON PRETRIAL INTERVENTION PROGRAMS, CHIEFLY AS TO WHETHER THE PROCESS FORMALIZES A DENIAL OF DUE PROCESS. THE BIBLIOGRAPHY IS BROKEN DOWN INTO OPERATING PROGRAMS; FUNDING; STANDARDS, GUIDELINES, LEGISLATION; AND ANALYSIS AND OTHER IDEAS.
