The organization and operating procedures of Precinct Community Councils (PCC's), instituted in New York City in 1965, are described in this handbook.
Abstract
The goal of PCC's is to encourage cooperation among local police departments, residents, and businesses. Specific objectives are to maintain contact between the precinct commanding officer and the community, to encourage community involvement in public safety and quality of life issues, to promote awareness of law enforcement efforts, to enhance police-community relations, and to initiate programs that deal with the interests and needs of each community. Many PCC's operate localized programs to benefit youth, senior citizens, local organizations, and the community at large. Some of these programs include the Law Enforcement Explorer Scout Program, crime prevention forums and lectures, civilian patrol programs, tenant patrols, the National Night Out Against Crime Programs, the Blockwatcher Program, the Drugbuster Program, social events, harmony picnics, and meetings with police. The historical development of PCC's is reviewed, and procedures for election to councils and involvement in police matters are described. The handbook also covers rules for fund raising, the role of precinct commanding officers, and the Precinct Youth Council. The PCC constitution is included.
