PRINCIPLES FOR THE USE OF WORK AND STUDY RELEASE, RESIDENTIAL CENTERS, AND FURLOUGH ARE PRESENTED.
Abstract
THE RATIONALE FOR COMMUNITY-BASED CORRECTIONS IN THE VIEW THAT THE REHABILITATION OF OFFENDERS IN LARGE MEASURE CONSISTS OF PROVIDING A STRUCTURE FOR THEM TO LEARN AND DEVELOP SKILLS FOR FUNCTIONING NORMALLY IN COMMUNITY VOCATIONAL AND SOCIAL PATTERNS. THE FOLLOWING IMPLICATIONS OF THIS VIEW FOR CORRECTIONS ARE SPECIFIED: INSTITUTIONS AND OTHER RESIDENCE FACILITIES MUST BECOME CENTERS FOR PROGRAMS THAT PREPARE OFFENDER RESIDENTS FOR REINTEGRATION INTO THE COMMUNITY; CORRECTIONAL RESOURCES MUST BE USED SELECTIVELY AND FLEXIBLY ACCORDING TO INDIVIDUAL NEED; REHABILITATION GOALS MUST BE CLEARLY DEFINED IN TERMS OF A NORMATIVE ROLE IN SOCIETY; CORRECTIONAL PROGRAMS MUST INVOLVE COMMUNITY RESOURCES; AND MEASURES OF A PARTICULAR PROGRAM'S EFFECTIVENESS ARE ESSENTIAL. SPECIFIC OPERATIONAL CONSIDERATIONS FOR WORK AND STUDY RELEASE ARE LISTED, AND A NUMBER OF BASIC PRINCIPLES AND OPERATING GUIDELINES FOR COMMUNITY RESIDENTIAL CENTERS ARE PRESENTED, BASED UPON THE EXPERIENCES OF CENTER MANAGERS AND CORRECTIONAL WORKERS OF RELATED AGENCIES. VARIOUS USEFUL PURPOSES FOR FURLOUGHS ARE INDICATED AS ADJUNCTS TO WORK AND STUDY RELEASE PROGRAMS. (RCB)
