This document summarizes the proceedings of the Peace Officer Standards and Training (POST) Symposium on Training Issues held September 26th through 27th, 1991 at the Red Lion Hotel in San Diego, CA.
Abstract
Events of police misconduct in March 1991 generated widespread news media, legislative, and public attention. The POST Commission established a committee to examine the adequacy of current POST training. The purpose of the symposium sponsored by POST was to explore and further refine training issues and suggestions received by the Commission’s Training Review Committee from previously held input forums. The symposium participants, representing varied interests on a statewide basis, were brought together to cooperatively identify consensus views, as well as surface ideas of merit on training needs and specific recommendations to address these needs. The symposium provided highly regarded keynote speakers and panelists who made presentations in plenary sessions. Throughout the presentations, participants intermittently met in six pre-assigned discussion groups to develop specific training suggestions and recommendations. The recommendations developed during the symposium are expected to impact various aspects of existing training for California law enforcement officers by providing a blueprint for improvement. Implementing them is expected to have a profound effect on enhancing the law enforcement standards and training program. Appendixes
