This manual establishes the policies, procedures, and standards relating to the management and administration of the Peace Officer Standards and Training (POST) Program under authority of and in compliance with sections 13506 and 13510 of the California Penal Code.
Abstract
It covers POST personnel selection and standards, training, reimbursement, professional certificates, management counseling, and the reserve officer program. The section on personnel selections and standards outlines certain standards of recruitment and employment pertinent to administering the Law Enforcement Code of Ethics to all law enforcement trainees, the conduct of a personal history investigation, and the requirement for completion of a physical exam. The section on training deals with those standards of training established for the Basic Course, the Advanced Officer Course, the Supervisory Course, and the Management Course. Also, the provisions under which reimbursements are made from the Peace Officer Training Fund and the various categories of expenditures approved for reimbursement are discussed. The section on professional certificates outlines areas of experience, education, certified course completion, and other eligibility requirements for certificate awards. A fourth section on management counseling identifies management counseling services provided for the purpose of improving the administration, management, or operations of a law enforcement agency. The section on reserve officers describes all standards of reserve officer selection, training, and certification. Also included are those portions of the California Penal Code, the Vehicle Code, and the Government Code relating to peace officer training and selection. The current regulations of the POST Commission as codified in the California Administrative Code are provided. A procedural format and number scheme precede the text of the manual. Sample copies of POST forms accompany each section of the manual.
