The city of Portland, Oreg., recognizes that past solutions to reducing crime and violence have not worked and has therefore introduced innovations based on the concepts of family, business, and community.
Abstract
The Clark administration has established service centers to provide family-like supports for high-risk youth and to coordinate closely with job training and placement efforts through one regional private industry council. In addition, the Portland Police are also becoming more citizen-based and community-based. Finally, 'top-down' planning for youth employment through a leaders' roundtable, called Portland Investment, is being complemented with 'bubble-up' thinking to start youth enterprises at the block level. These efforts represent long-term solutions to prevent crime. (Author abstract modified)
