Policy guidelines for a Statewide correctional staff development program for Pennsylvania are given.
Abstract
The major goals of corrections are stated as the protection of society by preparing the offender to reenter (or remain in) the community as a law-abiding and productive citizen and the provision, when necessary, for secure and humane custody or control of the offender. Objectives for correctional staff development must include training staff to be knowledgeable about the role of their agency or institution in the administration of justice, the specific programs provided by the agency, the specific role and responsibility of staff members, and the offenders for whom they are responsible. Training needs can be met through three training strategies: preentry training (training at a level consistent with the job expectations and entry requirements); postentry indoctrination (a basic training program for all corrections staff); and special staff development training designed to raise staff at all levels and in all functions to their maximum potential. The content of training programs should deal with the dynamics of human behavior, the impact of environment on individuals, a study of community agencies, criminal law and procedures, sociocultural determinants of behavior, communications skills, case management, correctional administration, public relations, and skills in interpersonal relationships. Training methods should incorporate maximum trainee participation, varied approaches (audiovisuals, programmed instruction), on-the-job training, and the use of actual agency problems.
