PROCEEDINGS ARE REPORTED OF A CONFERENCE ON POLICE PRACTICES AND THE PRESERVATION OF CIVIL RIGHTS, SPONSORED BY THE U.S. COMMISSION ON CIVIL RIGHTS.
Abstract
REPRESENTATIVES OF THE NATIONAL ASSOCIATION OF COLORED PEOPLE, THE NATIONAL GAY TASK FORCE, THE LEAGUE OF UNITED LATIN AMERICAN CITIZENS, THE NATIONAL URBAN LEAGUE, AND THE MEXICAN AMERICAN LEGAL DEFENSE AND EDUCATION FUND WERE AMONG THE PARTICIPANTS DISCUSSING AND PROVIDING SUGGESTIONS CONCERNING THE PROBLEM OF POLICE LACK OF ACTION OR INTERFERENCE REGARDING CIVIL RIGHTS. IN ADDITION, THE POLICE ROLE, THE SELECTION AND TRAINING FOR THE POLICE ROLE, THE REGULATION OF POLICE PRACTICES, EVALUATION AND MONITORING OF POLICE PERFORMANCE, AND DEPARTMENTAL SANCTIONS GOVERNING POLICE PERFORMANCE ARE DISCUSSED BY CRIMINAL JUSTICE EDUCATORS, POLICE OFFICIALS, AND PSYCHOLOGISTS. REMEDIES AND RESEARCH AND DATA NEEDS ARE DISCUSSED BY REPRESENTATIVES OF THE U.S. DEPARTMENT OF JUSTICE, LEAA, U.S. DEPARTMENT OF THE TREASURY, AMERICAN CIVIL LIBERTIES UNION, AND VARIOUS UNIVERSITIES. MOST OF THE PARTICIPANTS EMPHASIZE THE IMPORTANCE OF REDUCING TENSIONS BETWEEN POLICE AND MINORITY AND ETHNIC GROUPS, PARTICULARLY BLACKS, HISPANICS AND HOMOSEXUALS. NUMEROUS STUDIES AND RESEARCH ONGOING IN VARIOUS CITIES THROUGHOUT THE U.S. ARE DESCRIBED, AS WELL AS THE IMPACT OF THE FEDERAL GOVERNMENT ON CIVIL LIBERTIES ISSUES. (WJR)
