Abstract
Following a historical review of management theories from law enforcement, sociological, and business perspectives, the text explains the concept of adaptive management stressing process theory in which the patrol officer becomes the focal point of the organization and all staff services are directed toward supporting line services. Topics discussed include managerial styles, stressors, job satisfaction, planned change, and management by objectives. The section on management considers handling governmental officials, community, groups, and minorities, as well as organizational structure, budgets, skills and selection of the police executive, and productivity issues. Key areas addressed in the operations section are patrol, investigation, traffic, and prevention. Among the specific subjects examined are foot patrol, differential response, case screening methods, driving while intoxicated, neighborhood crime prevention, and victims' rights. The text also describes key elements and technological innovations in police recordkeeping and communications systems. A section on human resources discusses selection processes, minority recruitment, career development, and training. Charts, graphs, footnotes, and index.
