Abstract
COMPREHENSIVE COVERAGE OF THE STRATEGIC POSITION OF THE POLICE TOGETHER WITH POLICE ORGANIZATION FOR DELINQUENCY AND CRIME PREVENTION, AND A FEASIBLE AND WORKABLE PROGRAM FOR THE SMALLER DEPARTMENT, COLLATERAL ELEMENTS OF THE PREVENTION PROGRAM, INCLUDING THE PERSONNEL FACTOR AND THE JUVENILE RECORDS SYSTEM, AND PROCEDURES THAT CAN BE INVOKED BY THE POLICE TO MODIFY OR ELIMINATE ALTOGETHER THE CONDITIONS AND CIRCUMSTANCES THAT EXIST IN THE AVERAGE COMMUNITY WHICH ARE AN OPEN INVITATION TO DELINQUENCY AND CRIME.
