This final report of the Anticorruption Management Project provides police administrators with methods for developing anticorruption programs.
Abstract
The major goal of Phase I of the project was to provide police administrators with the information and administrative techniques required to develop an anticorruption management program. Phase I methods consisted of (1) the formation of a national advisory board to guide project work and provide evaluation; (2) a comprehensive review and assessment of literature in the field; (3) assessment of existing types of corruption and the development of a comprehensive police corruption typology; (4) development of measurement techniques for assessing the extent and types of corruption in different sizes and types of police operations; (5) evaluation of existing anticorruption programs in selected cities throughout the United States; and (6) the sponsoring of seminars, workshops, and prescriptive manuals that define anticorruption management guidelines for police administrators. The second volume of the report applies the data and theoretical concepts reported and developed in the first volume to the development of practical methods for the police administrator to address corruption in his/her agency. Tabular data and instruments are provided.
