REASONS FOR AND THE EXTENT OF DIFFICULTIES IN POLICE-COMMUNITY RELATIONS, ADVANTAGES OF IMPROVING RELATIONS, AND METHODS AND PROGRAMS DESIGNED TOWARD THIS END ARE PRESENTED IN 61 SELECTED READINGS.
Abstract
THE POLICE ROLE AND POLICE FUNCTION ARE EXAMINED WITHIN THE CONTEXT OF COMMUNITY-POLICE RELATIONS AND RECENT TRENDS EMPHASIZING COMMUNITY SERVICE. HISTORICAL PERSPECTIVES ON POLICE FUNCTIONS ARE REVIEWED, AND POLICE ROLE PERCEPTIONS AND ROLE CONFLICTS ARE EXPLORED. PSYCHOSOCIAL FACTORS IN POLICE-COMMUNITY RELATIONS ARE DISCUSSED IN TERMS OF BOTH POLICE PERSONALITIES AND ATTITUDES AND PUBLIC ATTITUDES AND RESPONSES. SOCIOCULTURAL ASPECTS OF POLICE-CITIZEN INTERPERSONAL INTERACTIONS ARE DISCUSSED; AND THE BENEFITS OF GREATER COLLABORATION BETWEEN LAW ENFORCEMENT AND THE SOCIAL SCIENCES ARE DELINEATED. A THEORY OF POLICE-MINORITY GROUP INTERACTIONS IS PRESENTED, AND POLICE RELATIONS WITH THE DEAF, ELDERLY, HISPANICS, AND BLACKS ARE EXPLORED. POLICE ACCOUNTABILITY AND DELINQUENCY PREVENTION APPROACHES ARE ALSO DISCUSSED. A SERIES OF ARTICLES EXAMINING COLLECTIVE BARGAINING PROCESSES, THE ROLE OF MANAGEMENT AND POLICE UNIONS, AND THEIR INTERACTIONAL DYNAMICS PRESENTS AN OVERVIEW OF ISSUES IN THE RELATIVELY NEW AREA OF POLICE-LABOR RELATIONS. ALSO INCLUDED ARE DESCRIPTIVE AND EVALUATIVE ACCOUNTS OF JOB ACTIONS AND POLICE STRIKE ACTIVITIES IN CALIFORNIA, NEW MEXICO, AND ILLINOIS. ADDITIONAL ASPECTS OF POLICE PERSONNEL ADMINISTRATION ASSESSED ARE INTERNAL AND EXTERNAL REVIEW, PROFESSIONALIZATION AND THE IMPLICATIONS OF POLICE UNION ACTIVITIES FOR CHANGE MANAGEMENT, AND LEADERSHIP ROLES IN LABOR RELATION PROCESSES. THE IMPACT OF INCREASING USE OF FEMALE POLICE OFFICERS ON POLICE ATTITUDES, POLICE ROLE CONCEPTS AND LAW ENFORCEMENT POLICIES AND IDEOLOGIES, AND ON COMMUNITY RELATIONS IS EXAMINED. FINALLY, INNOVATIVE CONCEPTS AND PROGRAMS IN LAW ENFORCEMENT PERTAINING TO INCREASING EMPHASIS ON COMMUNITY RELATIONS AND A GREATER COMMUNITY SERVICE ORIENTATION ARE OUTLINED.
