THIS CONFERENCE WAS CONVENED BY THE COUNCIL OF EUROPE IN 1977 TO ADDRESS THE ROLE OF POLICE IN CRIME PREVENTION.
Abstract
PROBLEMS IN MAINTAINING PUBLIC ORDER AND SECURITY IN LIGHT OF RAPID ECONOMIC AND SOCIAL DEVELOPMENT ARE THE FOCUS OF THE INTRODUCTORY SECTION OF THE CONFERENCE PROCEEDINGS. CRIME PREVENTION DUTIES OF THE POLICE ARE DISCUSSED WITHIN THE BROAD CONTEXT OF CRIMINAL POLICIES. CRIMINAL POLICY FORMULATION MUST BE BASED ON ALL STEPS TAKEN BY THE POLICE TO REDUCE CRIME AND PROMOTE PUBLIC PEACE, INCLUDING PREVENTIVE POLICE PATROL, THE INVESTIGATION OF REPORTED CRIMES, THE PROSECUTION OF OFFENDERS, THE PUNISHMENT AND SUPERVISION OF OFFENDERS, AND OTHER PREVENTIVE ACTIVITIES. THE REINFORCEMENT OF INFORMAL CONTROLS IS VIEWED AS ONE OF THE BEST WAYS TO MAINTAIN PEACE. POLICE OFFICERS HAVE A DUAL ROLE IN THAT THEY CAN PROVIDE A SERVICE TO THE PUBLIC AND CAN ADVISE ON GENERAL POLICIES. THE REMAINING SECTIONS OF THE CONFERENCE PERTAIN TO THE SOCIAL ROLE OF THE POLICE IN CRIME PREVENTION, WITH SPECIAL REFERENCE TO JUVENILE DELINQUENCY, PUBLIC ATTITUDES TOWARD THE POLICE AND THE PREVENTIVE ROLE OF THE POLICE, VIOLENCE AND THE POLICE, AND CRIME PREVENTION ACTIVITIES IN THE UNITED KINGDOM, TURKEY, FRANCE, NORWAY, AND THE FEDERAL REPUBLIC OF GERMANY. APPENDIXES CONTAIN BIBLIOGRAPHIES FOR SOME OF THE CONFERENCE REPORTS, THE PROGRAM OF THE CONFERENCE, AND A LIST OF PARTICIPANTS. (DEP)
